I’ve been in Pune for 14 months now, running a small export business shipping custom spice bottles from Hainan to mid-tier FMCG distributors. I applied for my employment visa in October 2025. It’s still pending.

I didn’t hire an Indian lawyer. I hired a Chinese lawyer based in Shanghai — because I assumed legal expertise translates across borders. I was wrong.

This isn’t about bad advice. It’s about misunderstanding the system.

In Pune, when it comes to work visa applications, the real variables aren’t documents, not even the company’s incorporation status. They’re institutional latency, jurisdictional fragmentation, and the absence of cross-border legal coordination.

  • Maintain a physical office with a registered address (not a virtual office)
  • Pay minimum local salary thresholds (currently ₹6.5 lakh/year for skilled roles)

If any of these are outdated, your visa application is automatically flagged for “additional scrutiny.” That means 90+ days delay — no notification, no appeal path.

3. Document Chain Integrity

India doesn’t just check documents — it checks how they were generated.

  • Your employment letter from Pune-based startup? Must be signed by a director with a valid DIN (Director Identification Number).

  • Indian employers know the FRRO officers by name.
  • Local law firms have established workflows for document notarization and submission.
  • Visa consultants in Pune have relationships with the postal couriers who deliver documents to the FRRO counter.

Chinese lawyers — even if they speak Hindi — are outsiders to this ecosystem. They can’t walk into the FRRO office with you. They can’t call the clerk. They can’t follow up in person.

The system doesn’t exclude foreigners — it simply doesn’t accommodate them unless you’re embedded in it.

I’m not here to complain. I’m here because I’ve stopped waiting — and started adapting.

Here’s what I did, based on what actually works:

  • Hire a registered immigration consultant in Pune (not a lawyer unless they’re enrolled with the Bar Council of Maharashtra).
  • Ask: “Have you processed visas for Chinese nationals in the last 6 months?”
  • Confirm they use the e-FRRO portal (https://efrro.gov.in) — not just PDF submissions.
  • Pay for a document audit service — ₹3,500–₹5,000 — to check your entire packet before submission.

✅ 行动建议 2:绑定你的印度雇主的合规状态

  • Request a copy of their Company Registration Certificate (INC-22), GSTIN, and DIN for signatory directors.
  • Ask them to provide a letter confirming your role, salary, and physical work location — signed, stamped, and dated within 15 days of your application.
  • If they say “We’ve done this before,” ask: “Can I see the approval email from FRRO Pune for your last foreign hire?”

No proof? Don’t proceed.

  • Visit the Pune FRRO office in person — even if your application is online.
  • Bring your passport, visa application number, and employer’s letter.
  • Ask for the name of the officer handling your file.
  • Return every 14 days — not to beg, but to confirm your file is active.

Most delays happen because the system forgets. A 10-minute visit every two weeks keeps your file visible.

If your work visa is stuck:

It’s not ideal. But it’s legal. And it keeps you in the game.

  • Don’t assume digital forms = speed.
  • Don’t treat visa processing like a transaction. Treat it like a relationship.

You need a local contact. A local rhythm. A local understanding.

That’s the only shortcut.
